Strategic Planning and Transformation Department

The Strategic Planning and Transformation Department (SPTD) works closely with other divisions and departments to ensure whole-of-MOM integration and alignment towards MOM's strategic objectives and transformation goals.

Our mission

To continuously drive and enhance MOM's organisational health and effectiveness through ensuring clarity of purpose, developing and implementing future-ready plans and processes, human-centric and data-driven products, and imbuing MOMers with the skills and mindset to drive innovation and experimentation, in order for MOM to achieve its goals.

Our structure

SPTD comprises four main units:

Strategic Planning

We maintain an overview of MOM's work and collaborate with MOM divisions and departments to drive strategic planning, transformation, organisational health and manpower resource allocation.

We drive strategic planning, by actively ensuring MOMers' and divisions and departments' alignment to MOM's mission, vision and north stars; and realising organisational shifts for MOM to be future-ready and fit for purpose.

We enable transformation by driving, innovating and formulating Ministry-level plans, enabling divisions and departments to achieve new breakthroughs, and contributing to WOG efforts in Public Sector Transformation.

We monitor MOM's organisational health and take timely interventions to drive and enhance it so that MOM can effectively fulfil its mission and vision in line with the north stars.

We manage the Ministry Family manpower framework, by strategically allocating manpower in support of MOM's desired outcomes and in line with WOG directives.

Co-Lab

We collaborate with MOM divisions and departments to create data-driven and human-centric policies, programmes and customer interactions.

We develop strategies, solutions and implement changes to MOM's systems and processes, to enhance MOM's business outcomes.

We build MOM's competencies in design thinking, behavioural insights and data analytics.

D:TEX (Design: Tech and Experiences)

We are a central Ops-Tech team that aims to bridge the gap between operational needs and tech-enabled possibilities, for deeper and more effective ops-tech integration.

We champion the design of human-centred and data-driven tech solutions.

We connect MOM divisions and departments to co-develop and co-deliver tech solutions to enhance the efficiency and effectiveness of MOM's service delivery, enforcement, and workplace productivity.

We collaborate with ISTD and other divisions and departments to leverage tools and systems, such as Robotic Process Automation (RPA), to raise operational efficiency and enhance the lived experiences of MOMers, as key desired outcomes of MOM's digital transformation.

Data Management

We support MOM's Chief Data Officer in formulating, driving and operationalising MOM's data strategy.

Through the Data Governance Office, we formulate data policies, establish standards and procedures, and enforce them to ensure MOM's data are fit for purpose, securely and efficiently used.

The Data Programmes Office is responsible for managing an enterprise data platform to increase the use of data across MOM and streamline WOG data sharing. The Data Programmes Office also seeks to spark and maintain MOM officers' interest in using data to drive their daily work and decision-making processes through organisational change initiatives.
