Key facts on Primary Healthcare System and Primary Care Plan

From 1 April 2022, you must buy a Primary Care Plan (PCP) for eligible workers. You can buy from Anchor Operators (AOs).

What is it

Employers must buy PCP for eligible workers which will cover most of the workers' primary healthcare needs under a fixed scope of services.

Services include:

  • Medical examination, consultations and treatments for acute (e.g. flu, fever) and chronic (e.g. hypertension) conditions.
  • Health screening

Eligible workers can get these services at:

  • 24/7 telemedicine services (FWMOMCare)
  • Medical centres
  • Designated GP clinics
Who must be covered under PCP Work Permit (excluding helpers) and S Pass holders who:
  • Stay in dormitories.
    OR
  • Work in the construction, marine shipyard and process (CMP) sectors.
How much is the PCP $108 to $138 per worker per year, pay in monthly instalments.
When to buy PCP

You must complete the purchase of the PCP within 30 days after the work pass is issued or renewed, in accordance with the Employment of Foreign Manpower Act (EFMA). You may also choose to buy the PCP in advance once you receive the in-principle approval letter or work pass renewal notice for your worker.

All eligible workers must have PCP by 31 March 2023, even if their renewal is after 31 March 2023.

You are not required to declare on the work pass systems that you have purchased the Primary Care Plan (PCP) for work passes to be issued or renewed. This will take effect from 20 April 2022 on Work Permit Online (for Work Permit holders) and from 21 April 2022 on myMOM Portal (for S Pass holders).

  • SATA CommHealth (SATA)
  • St Andrew’s Mission Hospital (SAMH)
