Setting up a new dormitory

Pre-licensing approval processes

If you are intending to set up a new migrant worker dormitory in Singapore, you will need to apply to the relevant agencies such as JTC, SCDF, NEA, PUB, LTA, and URA for land use and related approvals before constructing or retrofitting the dormitory. The process and approvals required differ based on the different dormitory types. For FEDA licence applications, the processing time is 30 working days.

You may refer to the GoBusiness e-Adviser to access detailed information about each stage of the dormitory setup process, from initial planning, landowner, and technical agencies' consents requirement to final operational compliance.

You should apply for agencies' In-Principle No Objection (IPNO) for Factory Converted Dormitories (FCDs) through the IPNO Portal on GoBusiness. The portal provides a single submission channel for IPNO applications to the relevant agencies, simplifying the process for setting up a new dormitory, on increasing the occupancy load and renewing the land use permission for an existing dormitory.

For more information, please refer to the FAQs for the GoBusiness e-Advisor and the IPNO portal.
