Levy concession for a foreign domestic worker

Levy concession is part of the package to support Singaporeans needing care. Foreign domestic worker (FDW) employers can get a concessionary rate of $60 per month if they are eligible under one of the levy concession schemes.

Who is eligible

FDW employers can qualify for levy concession under any of these schemes:

  • Young child or grandchild scheme
  • Aged person scheme
  • Persons with disabilities scheme

Young child or grandchild schemeShow

If you stay with a Singaporean child or grandchild, you can qualify for a concession under these schemes.

Young child scheme

You are eligible if your child meets all these conditions:

  • Below 16 years old.
  • Is a Singapore citizen.
  • Staying with you.

If your child is registered as a Singapore citizen, you will get the concession automatically. You do not need to apply for it. This includes a Singaporean child who was born overseas.

The concession will start from your child's birth date.

Young grandchild scheme

You are eligible if your grandchild meets all these conditions:

  • Below 16 years old.
  • Is a Singapore citizen.
  • Staying with you.

If your grandchild’s parents are already enjoying levy concession under the young child scheme, you are not eligible for levy concession for the same child.

If you had provided your grandchild's details in your FDW application, you do not need to apply for the concession. The concession will automatically start once the FDW application is approved.

Aged person schemeShow

If you are at least 67 years old, or stay with an aged family member who is at least 67 years old, you can qualify for a concession under these schemes.

Aged person scheme (FDW employer or spouse)

You are eligible if you or your spouse meet all these conditions:

  • Is a Singapore citizen or permanent resident married to a Singapore citizen.
  • At least 67 years old.
  • Staying with the employer.

If you are eligible, you will get the concession automatically. You do not need to apply for it.

The concession will start from the aged person's 67th birthday.

Aged person scheme (parent or grandparent)

You are eligible if your parent, parent-in-law, grandparent or grandparent-in-law meets all these conditions:

  • Is a Singapore citizen or permanent resident (provided you or your spouse is a Singapore citizen).
  • At least 67 years old.
  • Staying with you.

If you had provided the aged person's details in your FDW application, you do not need to apply for the concession. The concession will automatically start once the FDW application is approved.

From 1 April 2019, the qualifying age for the aged person scheme has been raised from 65 to 67. This is in light of improving life expectancy and health of Singaporeans.

However, all households with persons aged 65 and 66, which are enjoying or have enjoyed the levy concession under the aged person scheme before 1 April 2019, will continue to pay the monthly concessionary rate of $60.
