My company is not registered in BCA's Contractors Registration System (CRS). How do I transition my company from the construction sector to the manufacturing sector?

You need to carry out the following steps:

Step 1: Ensure your company meets the requirements to be classified under the manufacturing sector

Your new business activity must be relevant to the Manufacturing sector and meet all the following requirements:

  1. Have a valid factory notification or registration.
  2. Use machinery to manufacture or produce items from raw materials.
  3. Operate in a designated industrial setting area.

Full details on the requirements to classify under the Manufacturing sector can be found here.

If your company is unable to meet these requirements, your company should transition to the Services sector instead.

Step 2: Apply for a new CPF submission number with the Central Provident Fund (CPF) Board and make CPF contributions

Please apply for a new CPF submission number before you request a new Manufacturing account with MOM. When your Manufacturing account has been set up, you should start making CPF contributions for your local workers under your new CPF account.

Step 3: Declare the business activity of your new CPF submission number

If your company’s new business activity is relevant to the manufacturing sector and meets all the manufacturing sector requirements, your company may proceed to declare your business activity under the manufacturing sector:

  1. Log in to Work Pass Account Registration (WPAR)and complete the process online.
  2. After 2 working days, log in to WPAR to check the outcome.
  3. If we request additional documents to process the declaration, please send them to us and log in to WPAR to check the outcome thereafter. The processing will take up to 7 working days.

Step 4: Check your company’s foreign worker quota

Please ensure that you have sufficient foreign worker quota entitlement before transferring your existing construction S Pass and Work Permit holders to your new Manufacturing account. The foreign worker quota is updated automatically every Saturday based on the CPF payments and declared salaries, which you can check on the next working day (i.e. Monday).

Depending on when the CPF contributions were made, it may take up to two Saturdays from the time we receive the CPF payment, for the average local workforce to be updated.

We use a 3-month average of the local workforce (i.e. local employees earning the Local Qualifying Salary) when computing the foreign worker quota entitlement. For new organisations with no prior CPF contributions, the quota will be allocated based on the first month of CPF contributions. If there are only two months of CPF contributions, a 2-month average of the local workforce will be used.

Step 5: Start applying for a new S Pass / Work Permit for your worker under your Manufacturing account

S Pass

Existing S Pass holders under your Construction account will be exempted from advertising requirements under the Fair Consideration Framework. Find out more about eligibility for S Pass.

Work Permit

Existing Work Permit holders under your Construction account may remain in Singapore when you apply for a new Work Permit. Find out more about Work Permit requirements for the manufacturing sector.
