My company is not registered in BCA’s Contractors Registration System (CRS). How do I transition my company from the construction sector to the services sector?

You need to carry out the following steps:

Step 1: Apply for a new CPF submission number with Central Provision Fund (CPF) Board and make CPF contributions 

Please apply for a new CPF submission number before you request a new Services account with MOM. When your Services account has been set up, you should start making CPF contributions for your local workers under your new CPF account.

Step 2: Declare the business activity of your new CPF submission number 

Your new business activity must be relevant to the services sector. 

To declare your business activity: 

  • Log in to Work Pass Account Registration (WPAR) and complete the process online. 
  • After 2 working days, log in to WPAR to check the outcome. 
  • If we request additional documents to process the declaration, please send them to us and log in to WPAR to check the outcome thereafter. The processing will take up to 7 working days

Step 3: Check your company’s foreign worker quota 

Please ensure that you have sufficient foreign worker quota entitlement before you hire construction S Pass and Work Permit holders under your new Services account. The foreign worker quota is updated automatically every Saturday based on the CPF payments and declared salaries, which you can check on the next working day (i.e. Monday).  

Depending on when the CPF contributions were made, it may take up to two Saturdays from the time we receive the CPF payment, for the average local workforce to be updated. 

We use a 3-month average of the local workforce (i.e. local employees earning the Local Qualifying Salary) when computing the foreign worker quota entitlement. For new organisations with no prior CPF contributions, the quota will be allocated based on the first month of CPF contributions. If there are only two months of CPF contributions, a 2-month average of the local workforce will be used. 

Step 4: Start applying for a new S Pass / Work Permit for your worker under your Services account

S Pass 

Existing S Pass holders under your Construction account will be exempted from advertising requirements under the Fair Consideration Framework. Find out more about eligibility for S Passes.  

Work Permit
