Under the Fire Safety (Petroleum and Flammable Materials) Regulations and the Environmental Protection and Management Act, SCDF and NEA may require Quantitative Risk Assessment (QRA) for new or existing premises, including major hazard installations, that are undergoing modifications or are involved in transporting, handling, or storing significant quantities of petroleum, flammable materials, or hazardous substances. MHD serves as the single regulatory front for QRA submissions and coordinates the clearance process.

QRA Criteria and Supplementary Resources

The revised QRA guidelines and criteria have been implemented since 1 April 2016. Agencies have also published information guide and assessment checklists to facilitate preparation and clearance of QRA. You may refer to NEA website for QRA guidelines and supporting resources.

QRA Clearance Process

MHIs and other workplaces are advised to review the QRA guidelines and resources, and to engage MHD (contact_MHD@mom.gov.sg) at the earliest possible time such as during basic concept and design stage, pre-Front End Engineering Design [FEED] stage, land allocation stage for pre-consultation to determine whether a QRA is required. The responsible person is required to submit the QRA pre-consultation form to MHD. 

If a QRA is required, the workplace must engage a registered QRA consultant to carry out the study. The QRA report must be submitted together with the supporting electronic files for evaluation by the assessing agencies (SCDF, NEA, MOM, URA, JTC).

Agencies will commence assessment only when the submissions are complete. MHD will provide the first round of comments within 15 working days from start of assessment, with subsequent comments provided within 10 working days.

Workplaces are strongly advised to allow four to six months for QRA clearance and respond promptly to agencies’ comments to avoid project delays.
