Post-Placement Checks by Employment Agencies on New Migrant Domestic Workers and their Employers

To better support newly placed migrant domestic workers (MDWs) and their employers, the Ministry of Manpower (MOM) will require employment agencies (EAs) to conduct at least one post-placement check within three months after the MDW has joined the household. The check can be done via a telephone call, or an in-person check-in. This will be applicable for all MDWs who are placed in households after 1 December 2021. The requirement will be made mandatory under the Employment Agencies Licence Conditions (EALC).

2 As EAs are key intermediaries in facilitating matches between MDWs and employers, it is important for them to check whether the MDWs are settling-in well and found suitable by their new employers, post-placement. EAs can also play a role in clarifying with MDWs and their employers on norms and standards for MDW employment. Today, some EAs already conduct post-placement checks with newly placed MDWs and their employers to ensure both parties settle smoothly into the new working relationship.

3 To assist EAs, the Association of Employment Agencies (Singapore) (AEA(S)), in partnership with MOM, has developed a set of guidelines that EAs can use when conducting the post-placement checks. MOM will conduct routine audits to ensure that EAs adhere to the new licensing condition.
