Formation of Tripartite Committee on Workplace Fairness

1           The tripartite partners have formed a Tripartite Committee on Workplace Fairness (TCWF) to review the framework for workplace fairness in Singapore. The committee will be co-chaired by the Minister for Manpower, Secretary-General, National Trades Union Congress, and President, Singapore National Employers Federation, and comprises employer, union, human resource community and senior government representatives. Please see Annex A for composition of the TCWF.

2          Over the years, tripartite partners have worked together to strengthen fairness at work, which sets a strong foundation for an open economy and inclusive society. Besides actively promoting progressive employment practices, tripartite partners have stepped up collective efforts to tackle workplace discrimination. Key efforts include the following:

(a)       Set-up of Tripartite Alliance for Fair and Progressive Employment Practices

(b)       Development and enforcement of the Tripartite Guidelines on Fair Employment Practices

(c)       Introduction and enforcement of the Fair Consideration Framework

Refer to Annex B for more details.

3          The tripartite partners remain committed to ensuring fair workplaces with equal opportunities for all. The TCWF will examine policy options to strengthen our efforts to tackle workplace discrimination and uphold workplace fairness, including whether legislative protections should be pursued, and if so, the appropriate scope.

4          The TCWF will consult stakeholders, including unions and employers, as well as engage widely to get a good representation of views from society. The TCWF aims to complete its work by the first half of 2022.
