Call for proposals for the appointment of operators for Kaki Bukit and Woodlands recreation centres
Singapore-registered organisations are invited to participate.
We are inviting organisations to submit proposals to operate Kaki Bukit and Woodlands recreation centres (RCs). Appointed operators will receive a grant from MOM to operate these RCs. In return, operators are required to meet:
- Visitorship targets
- Implement governance controls
- Support the use of RCs as platforms for stakeholder engagement with migrant workers
- Put in place plans to repurpose the RCs for contingencies
As the social and recreational needs of our migrant workforce evolve, MOM is committed to work with stakeholders and partners to improve the quality of offerings at the RCs. Apart from serving as a venue of choice for migrant workers to shop for daily necessities or rest and connect with their friends, the RCs serve as a platform for community partners to engage with migrant workers. RCs would also be repurposed as facilities needed for contingencies such as pandemics.
The appointment of operators for Kaki Bukit and Woodlands RCs is part of our ongoing efforts to improve the diversity and quality of offerings to support the social and recreational needs of migrant workers in Singapore.
What we are looking for
We seek operators with:
- Good understanding of migrant workers’ needs and preferences
- Good track record of managing migrant worker-centric initiatives
- Strong operational expertise to manage facilities and tenants
- Capability to pilot innovative programmes that enhance RC appeal
Proposals will be evaluated based on their cost competitiveness and how well operators can enhance the diversity and quality of RC offerings and programmes to increase migrant workers visitorship.
Eligibility
Applicants must:
- Be Singapore-registered organisations including companies, trade unions, non-governmental organisations (NGOs), non-profit organisations (NPOs) or consortiums
- Have organised at least three migrant worker-centric events since January 2020, each with a minimum attendance of 200 workers, comprising S Pass holders, Work Permit holders or migrant domestic workers
- Not be debarred from participating in public sector tenders
- Have attained bizSAFE Level 1 certification, or registered for bizSAFE Level 1 workshop
Submission of proposal

If you wish to operate either Kaki Bukit or Woodlands RC, submit one proposal. If you wish to operate both RCs, please submit two separate proposals for each of the RC. Each proposal will be assessed on its own merits.
All proposals must be submitted by 12 July 2025, 11:59pm. Late submissions will not be accepted.
- A mandatory briefing session and site visit to Kaki Bukit and Woodlands RCs will be held on 23 June 2025, Monday. To register your attendance, please email the completed form to the contact persons below by 19 June 2025, 11:59pm.

The call for proposals to appoint operators for the Kaki Bukit and Woodlands RCs is part of our ongoing efforts to improve the diversity and quality of offerings to support the social and recreational needs of migrant workers in Singapore. The proposals will be evaluated based on how well they can enhance the diversity and quality of the offerings and programmes and draw migrant workers to RCs. Through this, we hope to have a vibrant mix of tenants and partners that roll out innovative programmes.
MOM will evaluate each RC proposal individually based on the evaluation criteria stated within the application documents. The proposer whose proposal scores highest in the evaluation for that specific RC will be appointed to operate it.
Who needs to attend the mandatory briefing session and site visit?Show
Interested proposers must send at least one representative to attend the mandatory briefing session. Site visits to both RCs will be conducted concurrently on the same day. Interested proposers must send at least one representative for each RC they are interested in.
Proposer A is interested to operate both Kaki Bukit RC and Woodlands RC.
Proposer A must send at least one representative to attend the briefing session who can then go for the site visit to either Kaki Bukit RC or Woodlands RC, and another representative for the other RC.
For operators submitting proposals as a consortium, this requirement will be met as long as one personnel of the lead member attends the mandatory briefing session and the site visit for the specific RC that they are interested in.
MOM will evaluate each RC proposal individually, and consider the merits, demonstrated capabilities and overall value proposition of each proposal.
The contract period is three years.
The new operators will begin operations on 1 January 2026 for Kaki Bukit RC and 1 April 2026 for Woodlands RC.

What if I cannot attend the briefing session and site visit to the RCs?Show
The briefing session and site visit to the RCs are mandatory. Organisations that do not attend both the briefing session and site visit will not be considered.
Yes, MOM will provide a grant to appointed operators. In return, the operators would have to meet visitorship targets and implement governance controls. More information on the funding can be found within the application documents.
