Collection of Pass
Before the collection of the S Pass, the company representative will need to submit a request to issue the pass for the foreigner via EP Online.
The foreigner must be in Singapore at the time this request is made.

Who can request for the issue of Pass?
- An authorised company representative
- An authorised third party acting on behalf of a company (e.g. an Employment Agency).
Payment of fees
The following fees must be paid to complete the issuance request. You can do so using GIRO (for existing GIRO user), eNETS Credit or Debit.

The notification letter
After successful payment of the fees, please proceed to print the notification letter. This notification letter will:
- State whether the foreigner is required to proceed to the Work Pass Services Centre for registration of his/her fingerprint and photo-image.
- Serve as an evidence that the foreigner can continue to stay in Singapore during the validity period of the notification letter for employment/training with the employer stated on the same letter (if any) pending card collection.
- Be retained and produced by the foreigner, together with his/her travel document, at the immigration checkpoint if he/she needs to leave and enter Singapore subsequently before the card is collected.

Documents required for card issuance
These documents are required for issue of the S Pass:
- In-Principle Approval Letter
- Applicant's travel document/passport (valid for at least seven months)
- Completed medical examination form (if applicable)
- Identity card (for Malaysians only)
- Immigration White Card (IMM27)
(For applicants who are not existing Work Pass or holders only.)
- S Pass Card
(For existing S Pass holders.)
- Hardcopy of the Medical Insurance*
- Work Injury Compensation insurance details (if applicable)

*Medical Insurance
Employers are required to purchase and maintain Medical Insurance (MI) for each S Pass holder's inpatient care and day surgery before they can be issued with a S Pass card. For medical insurance policies taken up or renewed on/after 1 January 2010, the insurance coverage must be at least $15,000 per year (or for such period where the S Pass holder's period of employment is less than twelve months. They are to provide the company's insurance details through one of the following channels:
- The "Medical Insurance Function" in WP Online; or
- During issuance of S Pass in EP Online (from 1 July 2008 onwards); or
- Furnishing a hardcopy of the Medical Insurance when collecting the S Pass at Work Pass counter (only if employer does not have a WP Online account).

The foreigner can make payment of the fees using NETS, cash or CashCard.

Submission Times
The above documents can be submitted at the following times:
8am - 4pm (Monday to Friday)
8am - 12pm (Saturday)
After issuance of Pass
Upon submission of documents, the successful applicant will be issued a notification letter that allows him/her to remain in Singapore, pending collection of the S Pass card. The notification letter will state if the foreigner is required for registration of his/her fingerprint and photo-image at Work Pass Services Centre.

The S Pass card can be collected at Work Pass Services Centre four working days after the applicant has reported to Work Pass Services Centre for registration of his/her fingerprint and photo-image.
The S Pass card will reflect the employing company's address registered with the Central Provident Fund Board (CPFB), MOM's appointed agent to collect foreign worker levy.
Note: From 21 October 2010, new S Pass cards issued will no longer reflect the employing company's address.
