Launch of Sites for Purpose-Built Dormitories in 2026-2027
As of Jun 2026, there are approximately 1,600 dormitories providing around 467,000 beds for migrant workers. As part of the Government’s continuous efforts to build up a sufficient supply of dormitory beds for migrant worker accommodation, two new Purpose-Built Dormitory (PBD) sites will be released over the next year under the Government Land Sales (GLS) Programme.
Purpose-Built Dormitory (PBD) Sites in 2026-2027
2 On 30 Mar 2026, the Ministry of Manpower (MOM) and Ministry of National Development (MND) announced that JTC would be launching three PBD sites in 2026/Q1 2027. Of these, Lok Yang Way and Gali Batu have since been launched as of Jun 2026. Lorong Lada Hitam 1, the third site from the Mar 2026 announcement, will be launched by Q1 2027.
3 In addition, MOM and MND will be releasing a new PBD site at Jurong Apartments, which will be launched by JTC in 2H 2027. The details of the two sites to be launched over the next year are shown in Table 1 below, and a list of four PBD sites launched since Q4 2025 is at Annex.

4 In total, the six PBDs launched between Q4 2025 and Sep 2027 (Table 1 and Annex) will add around 48,300 beds to the market by the early 2030s. Moving forward, MOM and MND will update the industry on the dormitory supply pipeline on an annual basis, to support industry planning and participation in upcoming tenders.
Other Dormitory Supply Measures
5 To meet employers’ demand for migrant worker accommodation while our PBD supply builds up, the Government will also work with agencies and the dormitory industry on near-term measures to increase dormitory supply based on industry needs. This includes operationalising four new Quick Build Dormitories (QBDs) providing around 16,000 beds in total in 2027. Together, the: (a) six PBDs launched between Q4 2025 and Sep 2027 (Table 1 and Annex); (b) MOM’s second PBD at Sengkang West (7,200 beds) which is expected to be operational by mid-2028; and (c) four QBDs which are expected to be operational in 2027 will add a total of around 71,500 beds to the market between 2027 and the early 2030s.
6 We will also temporarily extend the leases of existing dormitories and facilitate Factory-Converted Dormitories (FCDs), Construction Temporary Quarters (CTQs) and Temporary Occupation Licence Quarters (TOLQs), subject to availability of infrastructure capacity and land. MOM is also studying a temporary relaxation of the occupancy limits under the New Dormitory Standards and will update the industry in due course.
