Two Recreation Centres to be Redeveloped to Enhance Diversity and Quality of Offerings for Migrant Workers

The Ministry of Manpower (MOM) has issued Calls for Expression of Interest (EOI) for multi-disciplinary consultancy services to redevelop Soon Lee Recreation Centre (RC) into Singapore’s first Recreation Hub (RH) for migrant workers, as well as for the upgrading of Kaki Bukit RC.

 

2 Both redevelopment projects are part of ongoing efforts to enhance the diversity and quality of offerings to support the social and recreational needs of migrant workers in Singapore. The aim is to transform both venues into vibrant community anchors for migrant workers, where they can rest, learn and connect with their friends and families. The RH model was previously announced by Minister of State for Manpower, Mr Dinesh Vasu Dash, at the Committee of Supply Debate in March 2026, which will be larger than the current RC with upgraded facilities and an expanded range of amenities and offerings.

 

3 The appointed consultants will undertake a comprehensive consultancy study, develop design concepts for Soon Lee RH and Kaki Bukit RC, and supervise construction for the projects.

 

Transforming Soon Lee RC into Singapore’s flagship Recreation Hub

 

4 Soon Lee RC is currently the largest recreation centre in Singapore serving more than 40,000 migrant workers in the vicinity. With its redevelopment, Soon Lee RC will be transformed into an integrated hub that offers about twice the current usable space, achieved by intensifying land use within the existing site. The RH will combine recreation, essential services (e.g. medical centre) as well as opportunities for learning and development within a multi purpose-built space. The redevelopment of Soon Lee RC is expected to be completed by end 2030 and will be able to serve over 100,000 workers.

 

5 Soon Lee RH will feature weather-proof sports facilities that can be configured for large-scale events and for contingency uses. Migrant workers can look forward to a range of sporting facilities as well as a sheltered stand for spectators. These will be complemented by recreational amenities such as retail, and food and beverage offerings to cater to the needs and preferences of our migrant workers.

 

6 The RH will also house Government services, making it more convenient for migrant workers to transact and access support. In addition, there will be dedicated spaces set aside for non-governmental organisations and community partners to organise activities, provide training  and offer assistance to migrant workers. 

 

Kaki Bukit RC facilities to be enhanced

 

7 Kaki Bukit RC currently serves migrant workers in the eastern side of Singapore. The upgrading of Kaki Bukit RC, which is similarly targeted for completion by 2030, will also intensify its land use for increased capacity to serve over 20,000 workers. It will provide upgraded amenities to better support migrant workers’ daily social and recreational needs, including a broader mix of food and beverage options, retail outlets and improved sports and recreational facilities.

 

8 Both Soon Lee RH and Kaki Bukit RCs will incorporate flexible spaces that can be rapidly converted for crisis or contingency use, including for medical services or as vaccination centres.

 Two-stage design consultancy tender process

 

10 Both redevelopment projects will follow a two-stage design consultancy tender process. In Stage 1, which is the Call for EOI, tenderers will submit their track records, team compositions and a statement of design intent indicating their design philosophy, approach, and strategy towards the respective developments. In Stage 2, which is the design tender, shortlisted tenderers will be required to translate their preliminary ideas into detailed concept design proposals including site layout and overall architecture schemes.

 

11 At the end of each design consultancy tender, a vendor will be appointed as the project consultant to develop and implement the design for the redevelopment of Kaki Bukit RC and Soon Lee RC respectively. Interested parties can visit Gebiz for details and submission guidelines:
