300 Organisations Recognised in Inaugural Singapore Opportunity Index
The Ministry of Manpower (MOM), the National Trades Union Congress (NTUC), Singapore National Employers’ Federation (SNEF) have released the list of the top 300 organisations based on opportunities that they create for their employees, as measured by the new Singapore Opportunity Index (SOI). These organisations represent the top 20% of the almost 1,500 organisations that are covered by the SOI.
Creating Opportunities for All
2. Singapore’s progress and future depend on our people. The SOI1 was developed by MOM, in partnership with the Singapore University of Social Sciences, and the Burning Glass Institute, to measure how career mobility is forged in the workplace, using objective, verified data on employment outcomes collected by the Government from around 1,500 largest organisations in Singapore, hiring close to one million residents2. The SOI seeks to equip employers to make better-informed, data-driven decisions on their workforce strategy and human capital practices to attract, develop and retain talent. Additionally, the SOI equips individuals with a better understanding of how different organisations create opportunities in different ways, enabling them to make better-informed decisions to achieve their career aspirations.

Enabling Employers to Develop Their Human Capital
4. The diversity in the top 300 organisations reveals that employment outcomes are shaped by employers and not determined by external forces. Employers across industries and sizes possess both the agency and ability to create opportunities for their employees and develop competitive workforces. The top 300 organisations also demonstrate that there are different models of success, and there is no one-size-fits-all approach. In the Harvard Business Review (HBR)3 article4, titled, “Policies Aren’t Enough to Retain Top Talent. You Need Systems”, the authors found that organisations that performed well on the SOI put in place coherent, integrated talent systems, instead of implementing isolated policies and best practices.
5. MOM, NTUC, SNEF, and Singapore Business Federation – will support employers to take concrete steps to develop their people. We will progressively provide organisations with detailed individual reports containing more granular data and benchmarks to aid them to interpret these reports and understand their performance relative to industry peers. Organisations can also tap on the Enterprise Workforce Transformation Package and NTUC’s Company Training Committee Grant for funding support to undertake workforce transformation. We will also distil best practices and case studies to create resources that benefit all organisations, including those not covered by the SOI. Empowering Workers to Take Charge of Their Career Health
6. The SOI equips individuals with information and insights on how opportunities are created in their industry sector and in the top 300 organisations. The SOI recognises multiple models of excellence – Career Launchers who create entry pathways for those starting or restarting their careers, Career Builders who create internal mobility and development opportunities for their employees, and Career Anchors who provide career stability. Employees can better engage their employers on opportunities within the organisations. Jobseekers can better identify employers who offer opportunities aligned with their career goals. 7. Having a good understanding of one’s career aspirations and suitable opportunities in the labour market is the vital first step in assessing one’s career health. We will continue to support individuals to take charge of their career health.
