Enhanced subsidy for HR professionals to obtain certifications from 1 October 2025
From 1 October 2025, Human Resource (HR) professionals will be able to tap into a new subsidy to further offset the cost of obtaining HR certifications from the Institute for Human Resource Professionals (IHRP).
2 First announced by the Singapore Economic Resilience Taskforce (SERT) on 10 July 2025, the temporary enhanced subsidy for HR certification is part of the Government’s efforts to help businesses strengthen HR capabilities to navigate the volatile environment. Businesses and their workforce will need to be agile and responsive to rapid changes in economic conditions. Strong HR professionals play an important role in supporting businesses and employees to do this, and ensuring that all employees are treated fairly.
3 The IHRP certification is a national certification framework introduced in 2017 that recognises the experience, skills and competencies of HR professionals in Singapore. Certified HR professionals gain access to best practices, playbooks, mentorship opportunities and training resources1, and join a growing community of HR leaders and professionals across many fields and sectors. These contribute to the professional development of HR professionals and their effectiveness in their organisations.
4 Today, IHRP certifications are already subsidised for Singaporeans and Permanent Residents (PRs). With the enhanced subsidy of an additional $100, the IHRP certifications will cost $163.50 to $272.50 (inclusive of 9% GST) for Singaporeans and PRs. The enhanced subsidy will be offered for a period of one year from 1st October 2025.

This enhanced subsidy for IHRP certification is a call to action for HR professionals to invest in their professional development and for businesses to invest in their HR professionals. 6 Mr Aslam Sardar, Chief Executive Officer of IHRP said, “The IHRP Certification serves as a mark of quality and credibility for HR professionals, signalling to employers that they have the skills and capabilities to navigate today’s workforce challenges. With the enhanced certification subsidy made available for a year, more HR professionals can now access certification at a lower cost, making it an opportune time to build their credentials, stay relevant, and elevate the HR profession as a whole.”
