Supporting Businesses to Enhance Lifting Equipment Safety

The Ministry of Manpower (MOM) has completed a review of the test and examination requirements for Statutory Lifting Equipment as part of our ongoing efforts to strengthen workplace safety and health (WSH) standards, while reducing costs for businesses.

 

2. The revised requirements, which will take effect from 12 September 2025, are aimed at keeping Singapore’s regulations up to date with current international and industry practices. The review involved extensive consultation with industry stakeholders, including equipment manufacturers and trade associations, and international benchmarking against established practices in countries like the United Kingdom, United States of America, Australia, and Japan.

 

3. The updated regulatory requirements include (see Annex A for more details):

 

  1. Removal of periodic overload testing requirements after lifting equipment registration;
  2. Providing flexibility by allowing workplace occupiers to appoint competent persons or continue with Authorised Examiners to conduct periodic Lifting Gear (LG) re-examinations. Authorised Examiners will still be required for critical inspections such as before first use and after major repairs or modifications;
  3. Change in the frequency of the periodic test and examination for Hoists from once every 6 months to once every 12 months.

 

4. The regulatory updates will help businesses to reduce costs while bringing other significant benefits. Companies can expect greater operational flexibility with fewer testing disruptions, reduced equipment downtime that improves productivity, and closer alignment with international standards and manufacturer recommendations. The changes also address industry concerns about equipment fatigue from periodic overload testing while preserving safety through appropriate examinations and functional tests. Equipment owners are reminded to maintain their equipment in a good working condition.
