Investing in Career Health is Indispensable to Business Success
The Ministry of Manpower (MOM) will partner employers to invest in their human capital through Career Health SG, a national initiative in support of the SkillsFuture movement. Minister for Manpower Dr Tan See Leng announced the launch of Career Health SG at the inaugural Career Health Summit co-organised by Workforce Singapore (WSG) and Singapore Business Federation (SBF), themed Driving Business Success: The Indispensable Role of Career Health. Realising the Potential of Our Human Capital to Drive Business Success
2 Career Health SG is about realising the potential of Singapore's most precious resource – our people. The initiative seeks to empower Singaporeans to develop resilient and fulfilling careers, and to achieve their career aspirations through training, on-the-job learning and intentional career moves.
3 Employers play a critical role in developing the workforce. By strengthening their human management capabilities and practising skills-first hiring, businesses can better attract and retain talent and tap into a wider pool of talent. This helps to sharpen their competitive edge and drive sustainable business growth.
4 MOM has launched a one-stop portal, the Career Health SG website, to bring together a suite of tools and resources by SkillsFuture Singapore (SSG) and WSG to support employers in strengthening the career health of their workers. Building a National Career Health Initiative
5 Building the career health of our workforce is a national effort involving many different players in our ecosystem.
6 Good HR leaders are important champions of career health. At the Committee of Supply Debate 2025, MOM announced the launch of the Tripartite Workgroup on Human Capital Capability Development (TWG-HC) to uplift human capital capabilities across the economy. The Workgroup is studying the development of practical tools and frameworks to help business and HR leaders measure their workforce’s economic mobility and career health, inspired by models like the American Opportunity Index and British Opportunity Index.1
7 MOM is expanding partnerships with other players in the ecosystem to support businesses’ access to talent and workers’ career mobility.
8 This includes partnerships with online employment marketplaces that facilitate job matching. MOM and SkillsFuture Singapore (SSG) have partnered online job portals Jobstreet and FastJobs to allow individuals to curate and share verified records on their Careers & Skills Passport with employers. To date, 23,000 individuals have shared their verified credentials with partnering online job portals and prospective employers. MOM and SSG will expand this partnership to other job portals going forward.
9 Building on this, MOM and the Singapore National Employers Federation (SNEF) will convene a new Alliance for Action on Advancing Career & Employment Services (AfA-ACES). It will bring together private career and employment service providers to develop innovative solutions to support employers in redefining jobs and accessing talent, and to strengthen the employability and career mobility of individuals.
10 Mr Ng Chee Khern, Co-chair of AfA-ACES and Permanent Secretary of MOM said, “In today’s labour market, we need a wider range of career and employment services that can effectively serve an increasingly diverse and educated workforce. The formation of the AfA-ACES is an important step in this direction. We are partnering the private sector to develop innovative new approaches to help businesses find talent in a tight labour market, and to boost the career health of our workforce. This is part of a longer-term vision to uplift career and employment services in Singapore to better serve businesses and workers.”
11 Mr Marcus Lam, Co-chair of AfA-ACES, Executive Chairman of PwC Singapore, and SNEF Honorary Treasurer said, “Businesses are leveraging the career and employment services to enhance their internal HR capabilities and workforce, including hiring contract workers to respond to fluctuations in business activities. Faced with rapidly evolving business needs coupled with a broader talent crunch, businesses are rethinking their workforce strategies to stay competitive. Through the AfA-ACES, we will work with the talent ecosystem to innovate, develop and test new solutions so we can provide better support to businesses in this process.”
