Further Improvements in Distribution Process and Quality of Food for Dormitories Gazetted as Isolation Areas

  1. The conditions at the three dormitories gazetted as isolation areas, S11 Dormitory @ Punggol, Westlite Toh Guan Dormitory and Toh Guan Dormitory, have continued to show improvements as routines are streamlined. The Ministry of Manpower (MOM) will be leveraging the experiences for the fourth gazetted isolation area, Sungei Tengah Lodge.

  2. MOM has been working closely with multiple caterers (Catering Solutions, NEO Group and SATS Catering) to ensure that quality meals are distributed to the dormitory residents on time.
  3. To date, the caterers have delivered close to 322,000 portions of meals and snacks to over 24,500 dormitory residents at S11 Dormitory @ Punggol, Westlite Toh Guan Dormitory and Toh Guan Dormitory. Initial logistical constraints have been progressively resolved, resulting in improved meal distributions timings over the past four days.
  4. The meal distribution across the three dormitories (S11 Dormitory @ Punggol, Westlite Toh Guan Dormitory and Toh Guan Dormitory) have improved significantly. Each meal was distributed to the dormitory residents within an average of an hour and a half – half an hour faster compared to the past couple of days.
  5. The caterers have also implemented new measures to ensure timeliness in the distribution of food and quality of the food. These include:
    Tasting sessions to ensure that the food suits the palate of the workers
    Leveraging automation to increase the output and pace (e.g. packaging of meals) 
    Roping in more manpower to quicken the cooking process
    Engaging more drivers and vehicles for delivery of meals

  6. In view of the dormitory residents’ well-being, MOM has advised the foreign workers to cooperate with the dormitory operators to implement safe distancing measures. The Forward Assurance and Support Teams (FAST) will be deployed to ensure adherence to the measures.
  7. MOM officers will work continuously with dormitory operators and caterers to ensure that the meals served to the workers are of good quality and to further improve on the meal distribution timings. Our officers will also act on feedback provided by dormitory residents on possible areas of improvement.
