Commissioner for Labour adopts updated Progressive Wage Model (PWM) recommendations by the Tripartite Cluster for Cleaners

  1. The Commissioner for Labour has considered and fully adopted the updated recommendations issued today by the Tripartite Cluster for Cleaners (TCC). The TCC is a tripartite body appointed by the Minister for Manpower and comprising employer, union, government, cleaning industry representatives and cleaning service buyers. The PWM requirement will be enforced by the Commissioner for Labour based on the guidance provided by the TCC in its Report.
  2. Cleaning companies seeking to be licensed from today will need to ensure that their submitted progressive wage plans for their resident cleaners follow the TCC’s latest PWM. Licensed cleaning businesses are also reminded that, under the Environmental Public Health (EPH) Amendment Act, they must provide their resident cleaners payslips and employment contracts that state wages in accordance with their progressive wage plans. [Refer to the Order by the Commissioner for Labour for more information.]
  3. Cleaning businesses that require more details about the definitions of each class of cleaners under the PWM, or have other queries regarding the PWM should refer to clarifications issued under Annexes D, E and F in the Report of the Tripartite Cluster for Cleaners. Cleaners who have enquiries may call NTUC’s U Care Centre at 1800-255-2828.
