Written Answer to PQ on Worksite Inspections for Haze Measures, Lapses Found and Enforcement Actions Taken

NOTICE PAPER NO. 1526 OF 2026 FOR THE SITTING ON OR AFTER 4 NOVEMBER 2026
QUESTION NO. 2394 FOR WRITTEN ANSWER

MP: Ms Eileen Chong Pei Shan

To ask the Acting Minister for Manpower since September 2026 (a) how many worksite inspections the Ministry has conducted on haze measures; (b) how many have found employers not following the haze guidelines, broken down by type of lapse; and (c) how many enforcement actions, including stop-work orders and composition fines, the Ministry has taken for haze-related lapses.

Answer:

Since September this year, MOM has conducted more than 500 worksite inspections on haze safety. As of 20 October, a total of 48 enforcement actions have been taken across 46 worksites.

2 The most common lapse was the absence of, or incomplete, risk assessments to identify haze-related hazards. This accounted for 90% of the enforcement actions issued. Other lapses included failing to implement reasonably practical measures to mitigate safety and health risks from haze exposure such as not maintaining a sufficient supply of N95 masks, failing to maintain risk assessment records, and failing to establish a hazard communication system to provide workers with information on haze-related risks and controls. MOM has followed up the employers concerned to ensure that the lapses were rectified.
