Written Answer to PQ on Digital verification on authenticity of WSH training certification

NOTICE PAPER NO. 1401 OF 2026 FOR THE SITTING ON OR AFTER 9 OCTOBER 2026
QUESTION NO. 2218 FOR WRITTEN ANSWER

MP: Ms Diana Pang Li Yen

To ask the Acting Minister for Manpower whether the Ministry will consider requiring every certificate for prescribed Workplace Safety and Health (WSH) training to carry a standardised QR code or other secure digital identifier linked to an authoritative Government or SkillsFuture training record so that the authenticity of the qualification can be immediately verified at the worksite.

Answer:

The Ministry of Manpower (MOM) shares the Member’s concern about ensuring the authenticity of the training records. To mitigate the risk of fraudulent training records, MOM launched the Training Records e-Service (TRS) on its website in June last year. The TRS allows employers to verify the authenticity of MOM-recognised Workplace Safety and Health (WSH) certifications online using their Corppass or Singpass, enabling easy and secure authentication when workers are hired or sent for training.

2 Individual Work Pass holders and their employers can also conveniently verify their WSH training records on the ground through the SGWorkPass app, which uses Singpass to access and verify workers’ employment-related information, including their WSH training certifications. Verification of training records through the app removes the need for workers to have on hand physical certificates and QR codes in order to have their WSH training authenticated.
