NOTICE PAPER NO. 1493 OF 2026 FOR THE SITTING ON 3 NOV 2026
QUESTION NO. 2277 FOR WRITTEN ANSWER
MP: Assoc Prof Terence Ho
To ask the Acting Minister for Manpower (a) how the Ministry will monitor compliance with haze protection guidelines, particularly the provision and appropriate use of respiratory protection for outdoor workers; and (b) whether the Ministry will work with platform operators to ensure that delivery workers have ready access to suitable respiratory protection and receive guidance on precautions to minimise prolonged haze exposure.
Answer:
The Ministry of Manpower (MOM) has stepped up inspections of outdoor workplaces such as construction worksites, to monitor employers’ compliance with MOM’s haze guidelines, including the provision of suitable respiratory protection such as N95 masks for outdoor workers. Since September this year, MOM has conducted more than 500 worksite inspections. Most workplaces inspected had the necessary protection measures in place. Where there are non-compliances, MOM has followed up with the employers concerned to ensure that these were rectified. To further protect workers, MOM has recently issued additional guidance for employers to use 1-hour PM2.5 readings to respond more quickly to changing air quality.
2 MOM has also sent haze advisories to platform work associations and all platform operators in Singapore. The advisories set out that platform operators should send timely reminders to platform workers to rest and stay hydrated, and take precautions to mitigate the effects of haze. Beyond MOM’s advisories, the National Delivery Champions Association has partnered several platform operators to distribute N95 masks to platform workers through the islandwide network of National Transport Workers Union canteens.
