QUESTION NO. 3190 FOR ORAL ANSWER
MP: Mr Saktiandi Supaat
To ask the Acting Minister for Manpower (a) whether any other further measures have been introduced to promote flexible work arrangements (FWAs) since the launch of the Tripartite Guidelines on Flexible Work Arrangement Requests; (b) if so, what are they; and (c) how are their effectiveness and implementation by employers of these measures being assessed.
Answer:
The Tripartite Guidelines on Flexible Work Arrangement Requests (TG-FWAR) was implemented in Dec 2024, to set out the process for employees to make formal requests for flexible work arrangements (FWAs), and for employers to consider these requests on business grounds. Tripartite partners, the Tripartite Alliance for Fair and Progressive Employment Practices (TAFEP) and the Institute of Human Resource Professionals (IHRP) have provided resources, such as sector-specific guides and workshops, to support employers with implementing the TG-FWAR.
2. Since the TG-FWAR took effect, two new grants now offer employers more funding support to implement FWAs. The SkillsFuture Workforce Development Grant (Job Redesign+), launched this year, supports workforce transformation projects to redesign roles and work processes, which can facilitate the implementation of FWAs. Employers can also tap on the new EDGE Grant to adopt digital solutions and equipment that facilitate FWAs. For example, tools that automate work processes, enable remote working, or support more flexible shift scheduling.
3. MOM tracks the provision of FWAs by employers through surveys. In 2025, the year after the implementation of TG-FWAR, around seven in 10 firms offered scheduled FWAs to their employees. We will continue to work with tripartite partners to promote FWAs, as part of our broader efforts to build inclusive workplaces that support workers with diverse needs.
