To ask the Acting Minister for Manpower (a) whether the Approved Code of Practice for Platform Services applies to cumulative or streak-based incentives and acceptance-rate or cancellation-rate thresholds, beyond the existing provisions on per-job time limits; (b) whether changes to such schemes trigger a mandatory risk assessment review by platform operators; and (c) how many platform operators' risk assessments the Ministry has inspected since January 2025.
Answer:
The Approved Code of Practice (ACOP) for Platform Services applies to the incentive schemes raised by the Member. The ACOP requires platform operators (POs) to take practicable measures to mitigate and manage safety risks that may arise from how platform jobs are organised, assigned and carried out, including the design of incentive schemes. When POs adjust their incentive schemes, they should review their risk assessments to ensure that they remain relevant and compliant with the ACOP, especially when the adjustments result in significant changes in work conditions.
2 MOM has engaged 21 POs so far on their risk assessments, and conveyed the identified areas for improvement to each of the POs. Going forward, MOM will continue to refine our inspections of POs’ risk assessments, taking into account the findings from the ongoing Platform Worker Safety Workgroup when they are released.
