To ask the Acting Minister for Manpower (a) whether the Ministry has studied whether new delivery riders are at higher risk of safety incidents; and (b) if so, whether the Ministry will consider putting in place more support measures to encourage such new delivery riders to attend safety training.

Answer:

The Ministry of Manpower (MOM) has not conducted studies on whether new delivery riders are at higher risk of safety incidents.

2. Nevertheless, the Platform Worker Safety Workgroup is studying measures to improve platform workers’ safety. This includes training for both new and existing platform workers, support for safer driving and riding behaviours, safety technology, and data collection and analysis. The workgroup is expected to conclude its work by end-2026.
