Written Answer to PQ on Income of workers in direct selling

NOTICE PAPER NO. 352 FOR THE SITTING ON OR AFTER 14 JANUARY 2026
QUESTION NO. 1114 FOR ORAL ANSWER

MP: Mr Low Wu Yang Andre

To ask the Minister for Manpower (a) whether the Ministry tracks the median net monthly income of residents engaged as distributors for entities in the direct selling industry and those utilising multi-level compensation structures; (b) if so, what is the most recent median income figure; and (c) if not, whether the Ministry will consider requiring such entities to report earnings data to ensure income transparency.

Answer:

The Ministry of Manpower (MOM) does not track median net monthly income of residents by the business models they operate in, including direct selling and multi-level compensation structures. This is because such business models cut across many industries, and incomes are often earned alongside other sources, which makes it difficult for the individuals to identify and track such incomes.

2. The labour market income statistics by MOM are collected using a standard and structured framework that is aligned with the international classifications of industry. For income outcomes of own account workers, the Member may refer to statistical tabulations published on MOM’s website.
