To ask the Minister for Manpower whether the Ministry will consider implementing an outpatient primary care insurance scheme for migrant domestic workers, similar to the Primary Care Plan (PCP) for Construction, Marine and Process workers, to strengthen timely access to primary care whilst providing employers with greater cost predictability.

Answer:

The Primary Care Plan (PCP) was implemented in 2022 by the Ministry of Manpower (MOM) to provide Migrant Workers (MWs) with accessible primary healthcare, including setting up MW medical centres near dormitories, to strengthen public health resilience. There are currently no plans to extend the PCP to Migrant Domestic Workers (MDWs).

2 Employers of MDWs who prefer cost predictability for primary care may consider purchasing more comprehensive insurance plans with outpatient coverage, on a voluntary basis.
