Written Answer to PQ on Mandating advance retrenchment notification

NOTICE PAPER NO. 174 OF 2025 FOR THE SITTING ON 4 NOVEMBER 2025
QUESTION NO. 493 FOR WRITTEN ANSWER

MP: Mr Patrick Tay Teck Guan

To ask the Minister for Manpower whether the Ministry will consider mandating retrenchment notifications by employers to the Ministry prior to a retrenchment exercise, instead of post-retrenchment.

Answer:

1. NTUC has proposed for the Government to consider advance notification of retrenchment in specific scenarios. This means submitting the mandatory retrenchment notification (MRN) before affected employees are informed of their retrenchment instead of within 5 days of informing the employee.

2. MOM is currently reviewing the proposal with tripartite partners and will release more details when appropriate.
