To ask the Minister for Manpower (a) in 2020, what is the number of discrimination cases that the Tripartite Alliance for Fair and Progressive Employment Practices (TAFEP) has investigated; (b) how many cases are repeat offenders; and (c) how often does the Ministry conduct surveys to track the feelings of discrimination among Singaporean employees.

Answer:

  1. In the first half of 2020, TAFEP / Ministry of Manpower (MOM) investigated 260 cases of possible breaches of the Tripartite Guidelines on Fair Employment Practices for discriminatory practices. Penalties were imposed on about 70 employers, of which none were repeat offenders.

  2. The Ministry tracks public perception of fair employment practices through regular polls and also more detailed surveys of employment practices. For more details, the Member may wish to refer to the Employment Standards Report published by MOM in November 2020 which carries a special feature on fair workplaces. MOM will remain vigilant against discriminatory practices and will take errant employers to task so as to build fair workplaces for all employees.
