To ask the Minister for Manpower (a) how many CPF members have not made a nomination; and (b) whether there are any new or enhanced efforts to encourage them to do so.

Answer

  1. When a CPF member passes away without making a nomination, his CPF monies will be distributed by the Public Trustee in the same way as the distribution of his other assets in situations where the deceased did not leave a will; i.e. as specified in the Intestate Succession Act. Distribution by the Public Trustee safeguards the welfare of his immediate family members. For example, if the deceased is single, his CPF savings will be distributed by the Public Trustee equally between his parents. If he is married, his spouse will receive half of his CPF savings, and his children will share the remaining half. For Muslims, their CPF savings will be distributed by the Public Trustee according to the Administration of Muslim Law Act in a slightly different manner, but the beneficiaries remain the deceased member’s immediate family members.
  2. Should the member wish to distribute his CPF savings differently, the CPF Board’s nomination scheme provides him with an option to specify the recipients of his CPF savings upon demise, and how much each recipient should receive. As of 30 September 2014, about 50% of all CPF members aged 16 and above had not made a nomination.
  3. For distribution through CPF Board’s nomination scheme and by the Public Trustee, monies are generally distributed within 4 weeks from the date of receipt of the full set of required documents from the deceased member’s beneficiaries.
