New card registration Services, revised operating hours at Employment Pass Services Centre, and new Appointment@MOM system

These changes will take effect from 28 Apr 2014 for Employment Pass holders and their dependants

  1. New Card Registration Services for Employment Pass (EP) holders and their dependants

    The Ministry of Manpower (MOM) will extend the new card registration services to all EP holders and their dependants from 28 April 2014. These have been successfully implemented earlier for Work Permit/S Pass holders and selected EP holders and their dependants. The new services are:

    • One-stop registration (fingerprint registration / photo-taking) at the Employment Pass Services Centre (EPSC)

      Photo-taking will be done on the spot during fingerprint registration, and pass holders no longer need to submit their photographs.
    • e-Submission of documents during pass renewal

      You can submit the required documents online for cases (e.g. renewal of pass) where the pass holders do not need to report to EPSC for fingerprint / photo registration. Hence, you no longer have to go to EPSC to get your documents verified.
    • Card Delivery Service

      MOM will deliver the Employment Pass / Dependant's Pass card, so that you or your pass holder no longer need to make an additional trip to the EPSC to collect the card. During the issuance / renewal of pass, you need to give us the card delivery address, names and contact details of authorised recipients. The card will be delivered to the authorised recipients about four working days after successful registration of the pass holders and/or verification of documents submitted by you. We will notify the authorised recipients via SMS/email before the card delivery.

    1. Issue the pass using EP Online, including providing the details of authorised recipients for card delivery.

      It is important that you:
      • Provide up to three authorised recipients’ mobile numbers / email addresses for card delivery.

      • Upload correct, clear and complete documents (e.g. dates filled in, applicable sections signed by employer / pass holder / employment agent etc).
    1. Make appointment for pass holder to report for registration and document verification at EPSC.

      MOM will:
      • Send SMS/ email alert to authorised recipients one day before card delivery; and
      • Call the authorised recipients on the day of the delivery.

  2. New Operating Hours at EPSC

    With the implementation of the new card registration services, there will be fewer visitors at the EPSC. Hence from 28 April 2014, the operating hours of the EPSC will be revised as follows:

    • Monday, Wednesday, Friday: 8am to 6pm
    • Tuesday, Thursday: 8am to 7.30pm (extended hours)
    • Closed on Saturday, Sunday and Public Holidays

    The extended hours on Tuesday and Thursday will cater to those who need to visit the EPSC after normal office hours. The EPSC will remain at its current location at 20 Upper Circular Road, #04-01/02, The Riverwalk, Singapore 058416.

  3. New Appointment@MOM

    From 28 April 2014, MOM will switch over from the current e-Appointment system to the new Appointment@MOM. The latter is a centralised appointment system which will enable our customers to make appointments conveniently for all services provided by MOM.

    The old system will be shut down on 26 April 2014, 1pm. Appointments made on this system will automatically be transferred to the Appointment@MOM, and you can visit the EPSC as scheduled. Future appointments can be made on the new system from 28 April 2014, 8am onwards, for the following services at EPSC:

    Service Purpose
    Card Registration For pass holders who need to report for fingerprint/photo registration
    Lost Card Interview For pass holders who repeatedly lose their cards
    Pass Issuance/Renewal/Cancellation
    • For counter services to issue/renew/cancel an Employment Pass or related Pass
    • For pass renewed before 28 April 2014 (change of card registration services) during the transition period:

      If you have renewed the pass before 28 April 2014 and have not yet made an appointment for document verification/card collection, you can make do so using Appointment@MOM (under ‘Pass Issuance/Renewal/Cancellation’)
