Changes to the Employment of Foreign Manpower Act (EFMA) will ensure the integrity of the work pass framework for sustainable economic growth to create good jobs and uplift wages for S’poreans. These also ensure that S’poreans remain at the core of our workforce. The changes passed in Parliament today:

  1. Establish administrative penalty regime to complement criminal prosecution;
  2. Include new presumption clauses and expand investigatory powers;
  3. Include new standalone provisions for EFMA contraventions and increase penalties.
