MOM will set a cap on the number of dormitories that can retrofit in Window 1 so as to mitigate potential bed supply disruption due to bunching of dormitories undergoing DTS retrofitting. The cap will take into consideration factors such as extent and duration of retrofitting works required and expected bed loss during retrofitting.
