As an employer, does submitting an incident report mean I am liable to compensate my injured employee under the Work Injury Compensation Act (WICA)?

If the accident is work-related, you have a duty to submit the incident report by the mandated timeline. If your injured employee opts to be compensated under WICA, then yes, you are liable to compensate your employee under WICA.
