Why does the advertising requirement apply only to companies applying for EPs and not for S Passes or Work Permits?

There are already other safeguards, such as levies and dependency ratio ceilings, that apply to hiring of S Pass or Work Permit holders.

We have also reduced or will be reducing the S Pass quota across all sectors.
