Work Permit (Foreign Worker) - Inform MOM

Update of details

Employer of a Work Permit holder should update us in the circumstances listed below:

Change of business entity (Change in CPF Submission No)

Companies undergoing the following change should inform us:

Scenario A

  • Sole Proprietorship to Private Limited company
  • Companies renewing their business registration with a different Accounting and Corporate Regulatory Authority (ACRA) number while retaining the company name

Scenario B

  • Restructuring
  • Takeover by another company
  • Merger of companies, transfer between subsidiaries/associates


Scenario A

Eligibility criteria

  • New business entity must conduct the same business activities as the old business entity
  • The company must pay all outstanding levy charges under the old business entity
  • Old business entity has to terminate its registration with the Accounting and Corporate Regulatory Authority (ACRA)
  • At least one of the new business entity directors/partners/sole-proprietor must be the same director/partner/sole-proprietor of the old business entity

How to apply:

  1. Submit a Declaration of Business Activity for the new business entity (with new CPF submission number), before making a request for change of business entity.
  2. Download a pdfRequest Form for Change of Business Entity.
  3. Submit electronic/scanned copy of the completed form via iSubmit web portal. Please select option 6: Work Permit Application Matters for Business Sectors on the web portal.
Processing time

  • Your request will be processed within 14 working days
  • If the application is successful, the new business entity will be required to furnish new security bonds for all non-Malaysian Foreign Workers. The security bonds have to be furnished within the stipulated time frame, otherwise the application for change of business entity will be treated as withdrawn.

    For construction companies, please ensure that the new business entity has a valid Building Construction Authority (BCA) or Singapore List of Trade Subcontractors (SLOT) Registration Certificate when applying for Prior Approval and/or Work Permit for NTS/PRC workers.
  • If the application is unsuccessful and the old business entity has terminated its registration with ACRA, the old business entity will have to cancel the Work Permits and repatriate the Foreign Workers to their home countries.

Scenerio B

A new Work Permit application must be submitted.

For Non-Malaysian Work Permit holders only: Employers may submit the following documents to request for a waiver of the requirement to repatriate the worker prior to submitting the new application.

  • A letter from the new entity stating the reasons for the request
  • A letter of consent from the current entity for the transfer request
  • Documents to prove the relationship between the two entities, such as:
         -   Both the current and new employers' business profile or instant 
             information from the Accounting and Corporate Regulatory Authority 
         -   Published organisation chart 
         -   Audited accounts highlighting the relationship between both entities 
         -   Merger and/or acquisition reports, press releases etc.

Processing time

  • Your request will be processed within 14 working days
  • All submitted requests are subjected to approval
  • If the application is unsuccessful and the old business entity has terminated its registration with ACRA, the old business entity will have to cancel the Work Permits and repatriate the Foreign Workers to their home countries.

Change of company's address or contact number

When there is a change in the company’s operating address and/or contact number, the company should inform Central Provident Fund Board (CPF Board) as soon as possible.

Please click here to submit a change of operating address to CPF Board.

You should also inform MOM separately if:

  • There are Employment Pass or S Pass holders working in the company;
  • There is a change of contact number.
    To do so, fax your request to +65 6317 1386 or submit it via iSubmit web portal. Please select option 4: Amendments Requests (Including Foreign Workers)
    and Supporting Documents for WP Applications (Excluding Foreign Domestic Workers) on the web portal.

Change of company name (No change in CPF submission Number)

This is applicable when there is no change in the CPF submission number, the Companies and Businesses Registration Number of the company remains the same after the name change.

Please approach Central Provident Fund Board for such requests.

If your company also employs Employment Pass or S Pass holders, you will need to inform MOM separately.

Change of employer

The following conditions must be fulfilled if there is a change of employer for Foreign Workers in the construction sector from Non-Traditional Sources or People’s Republic of China:

With transfer of Prior Approval

  • The Foreign Worker’s Work Permit must be valid for more than 21 days at the point of application.
  • The validity of the new Work Permit will be based on the duration of the Prior Approval (subjected to the passport and security bond validity).
  • The new employer has a valid Prior Approval to support the new application.
  • The current employer must consent to transfer the Foreign Worker to the new employer.

Without transfer of Prior Approval

Existing Work Permit holder on levy rate of $300/550

  • The Work Permit must be valid for at least two months at the point of application. The validity of the new Work Permit will be based on the remaining duration of the old Work Permit. The levy rate remains unchanged.
  • The current employer must consent to transfer the Foreign Worker to the new employer.

Existing Work Permit holder on levy rate of $700/$950

  • The Work Permit must be valid for more than 21 days at the point of application. The validity of the new Work Permit will be two years (subjected to passport and security bond validity). The levy rate remains unchanged.
  • The current employer must consent to transfer the worker to the new employer.

How to apply

Besides the general Work Permit application process, additional information and documents are required.

Documents required:

  1. The completed application form(s)
  2. A photocopy of the worker's passport and current Work Permit card
  3. A photocopy of the valid Prior Approval to support the Work Permit application (if Prior Approval is used)
  4. An original consent letter from the existing employer to allow the change of employer for the worker concerned (the current employer must state his full name and designation below his signature).

The new employer can request for the approved Work Permit to be issued using WP Online. If the new employer needs more time and has obtained the written consent of the current employer to do so, he can extend the In-Principle Approval (IPA) using WP Online.

He can only do this before the IPA expires. During issuance, the new employer will be asked to upload the required documents. Once the documents are verified successfully, the new Work Permit card will be delivered to them.

Change of Foreign Worker's address

You are required to keep us updated of the residential addresses of Work Permit holders under your employment using the Online Foreign Worker Address Service (OFWAS).

Change of occupation

Where there is a change in the occupation, the company should submit a request for the change of Work Permit holder's occupation to our Work Pass Division for consideration.

The outcome of the request will be mailed to the employer about seven working days from the date of submission. The processing time will be slightly longer when the request requires further assessment or when additional information is required from the employer.

Change of travel documents (including renewal)

If a Foreign Worker has renewed or changed the travel document or passport, the employer must inform our Work Pass Division of the new travel document or passport details via:

  • WP Online; or
  • iSubmit web portal. Please select option 4: Amendment Requests (Including Foreign Domestic Workers) and Supporting Documents for WP Applications (Excluding Foreign Domestic Workers) on the web portal and attach electronic/scanned copy of your letter of request together with a copy of the new travel documents.

Cross deployment of Foreign Workers

Cross-deployment of Foreign Workers is allowed only within the construction and process industries.

Employers in these industries are allowed to deploy their foreign construction or process workers to work for other contractors in the same industry during lull periods, so long as these workers remain involved in similar work within the same respective sector. In such cases, the official employer remains responsible for the payment of salaries and levies, as well as the provision of housing and workmen's insurance.

Before cross-deploying the workers, the official employer must verify that the "receiving" company is eligible to take in the workers. This can be done by clicking on the 'Enquire Employer Eligibility for Cross Deployment of Construction/Process Workers' in the left navigation panel of WP Online.

Pregnant Foreign Worker

If your Foreign Worker is pregnant, you must notify our Work Pass Division through email or fax (65) 6538 7276, with the following information:

  • Foreign Worker's name
  • Work Permit number
  • Expected delivery date

If the spouse of the Foreign Worker is a Singapore Citizen or Permanent Resident, please attach a copy of the marriage certificate and the spouse's Identity Card (NRIC) in the notification to us.

If the spouse of the Foreign Worker is an Employment Pass or S Pass holder, please indicate the Foreign Identification Number or Work Permit number of the spouse in the notification.

Missing Foreign Worker

If a Foreign Worker is missing, the employer is required to file a missing person police report and cancel the Work Permit within seven days of his/her knowledge that the worker is missing to cease the levy liability.

Work Permit not expired at time of cancellation

If the missing Foreign Worker’s Work Permit has not expired at the time of cancellation, an employer will be given a grace period of one month from the cancellation date of the Work Permit to locate the missing worker for repatriation. The security deposit will be forfeited if the Foreign Worker is not repatriated by the end of the one-month grace period.

If the Foreign Worker is found before the security bond is forfeited, the employer is to arrange for the Foreign Worker’s repatriation. A Special Pass will be issued by MOM to facilitate the foreign worker's departure and may be applied through WP Online under 'Cancel Work Permit'.

Work Permit expired at time of cancellation

If the missing Foreign Worker’s Work Permit has expired at the time of cancellation, the security deposit will be forfeited.

If the Foreign Worker is found after the forfeiture of security deposit, please proceed to MOM Services Centre with the worker and the following documents:

  • Foreign Worker's passport
  • Work Permit card

Refund of the security deposit

You can submit an application for refund of forfeited security deposit to Work Pass Division for consideration if you have found the Foreign Worker or have assisted the Authorities to locate the Foreign Worker for repatriation. This must be within three months from the date of the Demand Letter to the bank or insurance company for payment of the security deposit.
