Vision
A Great Workforce A Great Workplace
The vision serves to reflect the shared aspirations of MOMers for our ministry as an organization. It also represents the aspiration of MOM to achieve a Great Workforce and a Great Workplace for Singapore.
A Great Workforce/A Great Workplace are presented as a pairing, because we see the workplace as the container for human capital. Human capital realises its potential and creates value not in a vacuum but most often in organisational settings. The setting plays a critical part in determining whether individual talent is developed and potential realised, or remains latent and untapped.

Mission
To achieve a globally competitive workforce and great workplace, for a cohesive society and a secure economic future for all Singaporeans.
The mission statement covers the 'what' and 'why' succinctly. It serves as an accurate depiction of what the Ministry of Manpower (MOM) exists to do, and the purpose of our endeavours.

Values
People Centredness, Professionalism, Teamwork and Passion for Progress
The four shared values of People Centredness, Professionalism, Teamwork and Passion for Progress guide the behaviours and actions of all MOMers towards building a Great Workforce and a Great Workplace for Singapore.
People are at the heart of our work and MOM suceeds through our people. Being People-Centred helps us understand the needs of our customers and get the best from our people. We are Professional in our behaviour and actions, exercising the powers vested in us in a fair and impartial way to achieve the best outcomes for Singapore.
We succeed through Teamwork, leveraging on the diverse talent and capabilities within MOM to be an effective organisation, as well as build partnerships outside MOM to collectively achieve a vibrant workforce and progressive workplace. We are Passionate about seeking Progress and are constantly learning and improving ourselves so as to be prepared to deal effectively with change to create a better future for Singapore.
Essence of MOM’s mission
- To enable Singaporean workers to meet the challenges of the global economy in the 21st century, so that all Singaporeans have the skills and the opportunity to realise their potential, have rewarding careers in quality work environments, and the economic security to enjoy their full lives.
- To support the supply of manpower to sustain Singapore's long-term economic competitiveness, through enlarging our talent pool, managing the entry, stay and exit of foreign guest workers, and promoting progressive and motivational people-management practices. Our work should help sustain a cohesive society for Singapore.
"A Globally Competitive Workforce":
- At the individual level, global competitiveness expands beyond technical skills and knowledge, to competitive wages and mindsets/attitudes, enhanced capacity including people skills, communications skills, and a capacity for change, innovation, responsiveness, and adaptiveness. We need to be globalised, entrepreneurial, diversified and resilient.
- At the company level, global competitiveness covers management capabilities, especially people-management (HR policies, managing the mix of foreign and local workers, wage levels and employer-employee relations), and systems management (including occupational safety and health).
- At the national level, global competitiveness includes ensuring that our human capital can support and drive economic growth. Our regulations and laws, be they for foreign worker entry or local employment practices, must support economic growth. Competitiveness is also at the core of our talent management, in both attraction of foreign talent and nurturing globalisation capabilities in our local talent.
"A Great Workplace":
- At the company level, a great workplace covers organisational workplaces that optimally engage and develop our human capital. It provides a broader perspective to our work, in balancing against a single-minded push for competitiveness that sacrifices worker rights and well-being in the process. A great workplace goes beyond a safe, healthy and harmonious organisational work environment, it also embodies a strong tripartite framework and relationship.
- At the national level, a great workplace means a flexible labour market that offers and realises work opportunities, with employment practices that are fair, progressive and facilitate value creation. A great workplace has mechanisms to protect the economic security of individual workers.
Essence of MOM’s Vision:
- Embodies the aspirations of lifelong learning and the need for Singaporeans to adapt, learn and re-learn skills, attitudes and competencies for lifelong competitiveness and employability, in order to cope effectively with the demands of the changing economic environment.
- Emphasises the empowerment of people to create their own desired future. This involves capacity development, both individually through adult training and development, and collectively in teams, organisations and nationally.
We aspire for Singapore to be a great workforce that is applauded by others (in terms of international rankings) and recognised by investors as commanding a premium, and a great workplace recognised and admired for our global best practices (ie, human capital management, people development, progressive and harmonious employer-employee relationships), and outstanding organisational culture (levels of employee engagement, safe work practices, and employee well-being).
Singapore presently has a good workforce and is a good workplace. We aspire to be more than good; we want to be great. For Singapore to succeed, we need to be excellent and be among the best in the world, so as to sustain our global competitiveness and continue to attract the best global talent. The journey of moving 'from good to great', individually, collectively, organisationally, nationally, is our aspiration.
We also aspire for MOM to be a Great Workforce and a Great Workplace, embodying in our own organisation what we hope to achieve for Singapore.
