Programme-based Engagement (ProBE)
Programme-based Engagement (ProBE) originated from the Ministry of Manpower's Strategic Occupational Safety and Health (OSH) Engagement Framework. ProBE focuses on intervention efforts in priority areas to stem the root causes of safety and health deficiencies.This allows OSHD to deploy its regulatory efforts where they are needed most, in order to bring about quantum improvements in safety performance and maximum benefits for workers and employers.
ProBE provides a platform for OSHD and stakeholders to work together to improve safety and health standards in priority sectors. It also creates partnerships and fosters co-operation for a common outcome.
MOM implements ProBE in five phases:
- Intel phase: OSHD identifies and analyse areas contributing to the majority of fatal/serious accidents to determine the priority areas.
- Industry preparatory phase: Once a problem area has been identified, OSHD initiates outreach activities to communicate the identified causes of accidents. This helps the affected industry improve its safety management systems and work processes.
- Operations phase: OSHD inspectors conduct comprehensive workplace inspections to root out safety violations and enforce better industry standards.
- Monitoring phase: OSHD continues to monitor the targeted sectors to evaluate the programme's effectiveness.
- Closure and communications phase: OSHD will publish the results of its engagement. This marks the completion of the ProBE programme.
