How to Apply for an Employment Agency Licence
Licence application
Applications for an employment agency (EA) licence made after 1 April 2011 will be under the new licensing framework. You will have to apply for either a Comprehensive Licence (CL) or Select Licence (SL) and must be done using the Online Business Licensing Service (OBLS).
A non-refundable application fee of $400 is required for an application.
Submission of documents (before In-Principle Approval)
After submitting your application via the Online Business Licensing Service (OBLS), you can submit the required documents via email (mom_ea@mom.gov.sg) or fax them to (65) 6738 2094.
Submission of documents (after In-Principle Approval)
After receiving your In-Principle Approval (IPA) via email, you are required to download the Security Bond (SB) and Banker's Guarantee (BG) forms.
To apply for a BG, please bring along your IPA letter and the BG form to the bank.

Please note that you are not allowed to operate an employment agency yet. The IPA only facilitates the processing of your BG and the setting up of your employment agency.
The IPA is valid for 4 weeks. Once it lapses, you must make a new application.
Approval and payment for licence
Upon approval of your application, you should receive a notification from OBLS to pay the issuance of licence fee of $100, valid for three years. The payment modes available are:
- Credit Card (Visa/Mastercard), or
- Internet Banking
You can start operating your employment agency only after we have issued you the licence (which would be mailed to your mailing address). The licence will be issued after your payment has been processed.
