Old framework licence
Old framework licences are those issued before the enactment of the Employment Agencies (Amendment) Act 2011. Licences are issued to an individual person who is the licensee, and are valid for one year.
Employment agencies (EAs) holding such a licence can place out any type of workers. The security deposit amount is $20,000 for non-accredited EAs, and $10,000 for accredited EAs respectively.
Comprehensive Licence
Comprehensive licence (CL) will be issued to the legal entity (e.g. private limited company) and will be valid for three years.
An EA holding a CL may place any type of workers. However, if they place foreign workers, the number of work permit holders (WPHs) and S Pass holders they place out will depend on the amount of security deposit they furnished.

The security deposit that a CL EA needs to furnish will vary according to the number of WPHs and S Pass holders placed and its accumulated demerit points over the preceding 12 months. New CL EAs will have to furnish a $60,000 security deposit.
Select Licence
Select Licence (SL) is for EAs who places workers earning a monthly salary of more than $7,000 per month. If you are holding a SL, you are not allowed to place workers who earn less than $7,000 a month.
Similar to a CL, a SL is issued to the legal entity and will be valid for three years.
SL EAs are required to furnish a security deposit of $20,000, and there is no limit on the number of workers they may place. For more information, please refer to the Security Deposit Framework.
