COMPASS C5. Skills bonus - Shortage Occupation List (SOL)

Employment Pass (EP) candidates filling roles on the Shortage Occupation List (SOL) can qualify for points under the C5. Skills bonus.

What is the SOL

The SOL lists all jobs eligible for the COMPASS C5. Skills bonus.

The jobs under the infocomm technology sector also qualify for the 5-year duration EP.

To obtain the C5. Skills bonus or a 5-year duration EP:
  • Your candidate needs to perform the job duties listed for the specific shortage occupation.
  • Your candidate needs to meet the additional requirements as stated in the SOL Employer Guide.
  • You need to select the shortage occupation in your EP application.

How occupations are identified for the SOLShow

The SOL is created by MOM and the Ministry of Trade and Industry (MTI) in consultation with sector agencies and tripartite partners.

Occupations are identified for the SOL based on:

  • Their strategic importance to Singapore’s economic priorities
  • The degree and nature of labour shortage
  • The sector’s commitment to developing the local pipeline to address these shortages in the medium term

Selecting shortage occupations in the EP applicationShow

To obtain C5. Skills Bonus points or qualify for a 5-year duration EP:

  • Candidates should select one of the eligible job titles in the EP application form. This must be the same as the occupation for the job advertisement in MyCareersFuture, unless you are exempted from the FCF job advertising requirement.
  • Your application needs to meet the additional requirements specific to the shortage occupation. This can include:
    • Relevant qualifications, to be uploaded under the qualifications section of the EP application form
    • Work experience in relevant job titles, to be selected under the work experience section in the EP application form
    • Registration proof, to be uploaded in the agency support question in the EP application form

Updates to the SOL

Occupations may be added or removed from the SOL once a year, to remain responsive to market conditions. 

The SOL will be comprehensively reviewed every 3 years.

  • The updated EP Self-Assessment Tool (SAT) will be available from 1 December 2025. 
  • SOL updates will not affect the validity of existing EPs.

This SOL applies to new and renewal EP applications up to 31 December 2025.

Candidates working in the occupations on the SOL may not need to be working in the respective sectors listed below to qualify for the bonus points. For details, please refer to the SOL Employer Guide.

Agritech

  • Conduct new product development to innovate new food products in the alternative protein space by leveraging processes such as fermentation, extrusion etc.

Job duties

  • Develop bioprocess parameters and protocols for production of protein, lipids, or other nutrients from biotech processes such as fermentation, cell-culture.

  • Apply understanding of political, tax and economic developments in specific countries to client situations whilst ensuring that wealth planning business continues to meet the bank's general and wealth planning specific standards and policies.

Job duties

  • Develop appropriate frameworks that can be used to credibly assess carbon projects. Examples of standards include those published by international organisations such as The Gold Standard and Verified Carbon Standard, which cover a broad range of carbon offset projects from nature-based solutions (e.g. mangrove planting, afforestry, deforestation prevention) to technology solutions (e.g. renewable energy, biogas, high-efficiency cookstoves).
  • Create robust templates and procedures for project developers to follow in order for the project to issue carbon credits.

    • Quality of carbon credits (e.g. Core Carbon Principles and Assessment Framework)
    • Factors that affect price dynamics in over-the-counter markets or exchanges

  • Assess whether carbon project issuing carbon credits meet the regulatory requirements.
  • Undertake field visits, or deploy technological solutions such as geospatial imaging or satellite data that determine whether the data reported by project developers correspond to actual emission reductions.
  • Apply international and local regulations relating to greenhouse gas emissions.
  • Use impact indicators for measurement and reporting purposes.
  • Apply knowledge of climate governance issues.
  • Use specific technologies (e.g. Geographic Information System data, sensors) used to verify emissions data submitted by project developers.
