Public Consultation on Platform Operator and Platform Worker Definitions, Subcontracting Scenario and Platform Operators' Duties Regarding Safety and Health

1. The Ministry of Manpower (MOM) invites members of the public to provide feedback on the definitions of Platform Operators and Platform Workers, treatment of a subcontracting scenario, as well as Platform Operators’ duties towards the safety and health of their Platform Workers, from today to 4 September 2023.

2. The public consultation exercise is published on REACH’s website at go.gov.sg/publicconsultpwbill. This follows the release of recommendations by the Advisory Committee on Platform Workers in its report on strengthening protections for Platform Workers1, and in-person engagements conducted by MOM with more than 20,000 stakeholders including Platform Operators and Platform Workers.

3. Due to the unique and evolving nature of platform work, it is important to take into consideration Singapore’s local context as well as international practices and trends, when setting out the definitions of Platform Operators and Platform Workers. MOM also welcomes feedback on the intent for the protections to cover workers who work for Platform Operators through subcontractors2, as well as on Platform Operators’ duties to ensure the safety and health of their Platform Workers.

The Advisory Committee on Platform Workers looked into three areas of protections for Platform Workers – ensuring adequate financial protection if Platform Workers are injured at work, helping Platform Workers save more for housing and retirement, and enabling Platform Workers to better negotiate for their interests.   2. This refers to workers doing work for a Platform Operator via a subcontractor, where the workers have a direct contract with the subcontractor, but not necessarily the Platform Operator.
