Certificate of Employment Intermediaries (CEI)

If your employment agency is under any of the Comprehensive Licences, key appointment holders and employment agency personnel doing EA work must get the Certificate of Employment Intermediaries.

What is the CEI

The Certificate of Employment Intermediaries (CEI) aims to equip employment agency (EA) personnel with knowledge of employment laws and regulations.

This ensures that EA personnel understand their obligations under the law and are able to advise their clients of their rights and responsibilities.

Who needs to be certified

The CEI requirement applies to employment agencies with any of the following licences:

  • Comprehensive Licence (All)
  • Comprehensive Licence (Local)
  • Comprehensive Licence (non-MDW)

It is required for:

  • All key appointment holders, regardless whether they perform EA work.
  • All EA personnel doing EA work.
  • Other personnel holding the following positions:

    Owner Business (ROB) – Sole Proprietorship or Partnership
    Partner Limited Liability Partnership (LLP)
    General partner Limited Partnership (LP)

Once you obtain the CEI, your records in the EA Personnel Search will be updated within 7 working days.

Who doesn't need to be certified

  • EA personnel not performing EA work
  • EAs with a Select Licence

When to get certified

Each key appointment holder and EA personnel must attain the CEI by this timeframe:

Other EA personnel doing EA work Before registration or within 1 month of registration. Candidates who do not get the CEI within the time will have their registration revoked.
Other personnel Before applying for licence.

Which CEI course to take

There are two main types of CEI courses:

  • CEI (KAH) for key appointment holders (KAH) and other personnel.
  • CEI (Basic) for other EA personnel performing EA work.

If you work for an EA whose licence does not permit it to place foreign employees, you can opt to attend the CEI (KAH) and CEI (Basic) courses without the Employment of Foreign Manpower (EFMA) and Immigration Act (IA) modules.

CEI (KAH)

The CEI (KAH) course for key appointment holders covers key legislation such as the Employment Act, Employment of Foreign Manpower Act (EFMA), and Companies Act.

New student

If you’re a new student, you must attend all relevant modules that you have selected.

If you are getting CEI (KAH) non MDW, and is attending the course for the first time, you must complete all 3 modules: General, MW and KAH.

Attended CEI (Basic) before

If you have attended a CEI (Basic) course before, and you wish to upgrade to become a key appointment holder (KAH), you only need to go for the KAH module.

This allows you to select the relevant modules that you need. You won’t need to attend the full course again.

Taking the CEI test

First time taking test

If this is your first time taking the CEI test, it is optional for you to attend the CEI course.

Re-taking a test

However, if you failed your first test, you must attend the course before you can re-take the test.

After attending the course, you can re-take the corresponding test. There is no limit to the number of re-takes. You can re-take without taking the course again.

You can also take another CEI test that has the same modules as the CEI course.

You have attended the Basic course, which consists of General, MW and MDW modules.

You can take and re-take the CEI tests for Basic non-MDW, which consists of General and MW modules.
