The Manpower Planning and Policy Division aims to develop a globally competitive workforce which meets industry needs, through balancing sources of manpower supply, as well as an efficient and flexible labour market.

What We Do
Workforce Planning
This unit is involved in the review and coordination of the overall manpower planning framework. It involves coordinating in the Pre-Employment Training, Continuing Education and Training and Foreign Augmentation efforts between the Ministry of Manpower, the Singapore Workforce Development Agency and other economic agencies. In addition, the unit provides secretarial support to the Employment Review Committee and National Manpower Council.
Foreign Workforce Policy
The unit is involved with broad policy work to facilitate a flexible and responsive labour market. At present, this includes a review of the broad policy framework for foreign manpower, as well as work on wage restructuring. In addition, the unit also plays a role in ensuring policy consistency in the Movement of Natural Persons in Singapore's Free Trade Agreements, as well as other international agreements.
Economics Unit
The unit serves as one of the research units in MOM. The unit aims to increase the understanding of the Singapore labour market for the purpose of policy formulation and information dissemination. This is carried out by conducting rigorous economic research, pertinent to the Singapore labour market, through the application of economic theory with various econometric and statistical methodologies.
International Manpower
The International Manpower Division (IMD) facilitates the attraction of skilled global manpower, which includes foreign manpower and Overseas Singaporeans. IMD works with industry partners to understand their manpower needs and helps extend their reach to available networks of global talent.
IMD oversees a network of
Contact Singapore (CS) offices in Boston, Chennai, London, Shanghai and Singapore. Through these offices, CS promotes Singapore as an economically dynamic and attractive work destination to skilled global manpower. Through CS, IMD facilitates the entry of such talent into Singapore.
IMD contributes to MOM's mission of creating a globally competitive workforce.
