Can I apply for a work pass for a pass holder who is fully vaccinated, but not with a vaccine on the WHO EUL list?

Yes. However, the pass holder will need to get fully vaccinated with a vaccine on the WHO EUL list (including booster, when required) in order to get their pass issued.
