Why are jobs with fixed monthly salary of $20,000 or above exempted from advertising on from 1 May 2020?

Positions that are more senior remain exempted as they are more likely to be market-sensitive.

We recognise that some employers engage employment agencies, such as executive search companies, to head-hunt for very senior or highly specialised jobs, rather than through open advertisements.

Employers should instruct employment agencies to source for candidates based on merit and fairly consider all candidates.

Employment agencies often play a key role in the recruitment process. MOM expects employment agencies to equally uphold the Fair Consideration Framework and Tripartite Guidelines on Fair Employment Practices when they undertake work for their clients. As a next step, MOM is looking into how employment agencies can be better regulated to ensure fair employment practices.
