LOA / SHN Support Programme for businesses and SEPs

The Ministry of Manpower (MOM) is providing support to help businesses and self-employed persons (SEPs) who are affected by Leave of Absence (LOA) and Stay-Home Notice (SHN) requirements due to COVID-19.

The support will not apply to employers and SEPs if telecommuting arrangements are available for work to be performed remotely by affected persons.

The support will also not apply if the LOA/SHN began on or after 7 April 2020, in view of the general cessation of business activities due to the Circuit Breaker measures, and the support offered to firms and SEPs through the enhanced Jobs Support Scheme (JSS) and Self-Employed Persons Income Relief Scheme (SIRS).

If you meet the requirements, you may submit your application:

  • Within 90 days from last day of LOA or SHN; and
  • Only after your workers (if you are an employer) or you (as a self-employed person) have completed serving LOA or SHN.

Employers with workers affected by LOA or SHN (healthcare, education and eldercare sectors)Show

Employers will receive $100 daily per affected worker for the required duration of LOA or SHN granted to the worker. In addition, eligible employers will automatically qualify for levy waiver for affected foreign workers for the LOA or SHN period.

Affected worker(s) must:

  • Be Singapore Citizens (SC), Permanent Residents (PR), or work pass holders; and
  • Be placed on LOA or SHN upon return from the following areas:
    • Mainland China to Singapore on or after 14 January 2020.
    • South Korea (Daegu city or Cheongdo county) after 26 February 2020.
    • South Korea, Iran, or northern Italy* after 4 March 2020.
    • Italy, France, Spain or Germany after 15 March 2020.
    • ASEAN countries, Japan, the United Kingdom or Switzerland after 16 March 2020.
    • Any other country or territory not mentioned above, after 20 March 2020.

You will not be eligible for support if affected worker(s) travelled to:

  • Mainland China after 28 January 2020.
  • South Korea (Daegu city or Cheongdo county) after 26 February 2020.
  • South Korea, Iran, or northern Italy* after 4 March 2020.
  • Italy, France, Spain or Germany after 15 March 2020.
  • ASEAN countries, Japan, the United Kingdom or Switzerland after 16 March 2020.
  • Any other country or territory not mentioned above, after 20 March 2020.

What do you need
  • Proof of employment for affected worker(s):
    1. Itemised pay slip(s) for salary payment during LOA or SHN period; and
    2. CPF Form 90 for December 2019 and January 2020 (only for locals).
  • Proof of affected workers’ travel to the affected areas:
    1. For workers not from the affected countries: Scan of passport photo ID page, and entry and departure stamps from the affected country.
    2. For workers from the affected countries: Air tickets and/or boarding passes for travel between Singapore and the affected country (including transit stops).

  • Only after your worker has completed serving his/her LOA or SHN.
  • Within 90 days from the last day of LOA or SHN.

Your company will not be eligible for support if:

  • Your affected worker was not in your employment during the travel period and the full duration of LOA or SHN.
  • Your company did not pay salaries to affected worker(s) during period of LOA or SHN.
  • Your company required your affected worker to use his/her paid leave entitlements and required him/her to compensate your company or anyone else in any way (e.g. worker was required to use his/her outpatient sick leave or annual leave).
  • Your company did not obtain MOM’s prior approval:
    • For workers on work pass with travel history to mainland China within the last 14 days to return to Singapore after 8 February 2020, 2359 hours.
    • For workers on work pass with travel history to Daegu city or Cheongdo county within the last 14 days to return to Singapore after 26 February 2020, 2359 hours.
    • For workers on work pass with travel history to South Korea, northern Italy, or Iran within the last 14 days to return to Singapore after 4 March 2020, 2359 hours.
    • For workers on work pass with travel history to Italy, France, Spain or Germany within the last 14 days to return to Singapore after 15 March 2020, 2359 hours.
    • For workers on work pass with travel history to ASEAN countries, Japan, the United Kingdom or Switzerland within the last 14 days to return to Singapore after 16 March 2020, 2359 hours.

Employers implementing company-imposed LOA for workersShow

Employers will receive $100 daily per worker who returned between 14 March 2020 and 20 March 2020 and was placed on company-imposed LOA while not being required to serve mandatory SHN.

Worker(s) must:

  • Be Singapore Citizens (SC), Permanent Residents (PR), or Work Pass holders;
  • Have returned to Singapore between 14 March 2020 and 20 March 2020;
  • Not have been able to perform work remotely during the company-LOA period;
  • Have served at least seven days of company-LOA.

Employers that choose to implement company-LOA for Malaysian workers will be eligible for LOA support, provided that they do not also tap on the temporary housing support for employers affected by Malaysia’s Movement Control Order for the same Malaysian workers.

For workers that served fewer than 14 days of company-LOA, the total amount of LOA support that employers can receive will be capped at $700.

  • Mainland China after 31 January 2020.
  • South Korea (Daegu city or Cheongdo county) after 26 February 2020.
  • South Korea, Iran or northern Italy* after 4 March 2020.

Self-employed persons on self-imposed LOAShow

SEPs will receive $100 daily for the required duration of LOA or SHN.

SEPs who returned to Singapore between 14 March 2020 and 20 March 2020 and were not required to serve mandatory SHN will receive $100 daily for going on self-imposed LOA.

You must:

  • Be a Singapore Citizen (SC) or Permanent Resident (PR);
  • Have returned to Singapore between 14 March 2020 and 20 March 2020;
  • Not have been able to perform work remotely during the self-imposed LOA period;
  • Have served at least seven days of self-imposed LOA.

For SEPs who served fewer than 14 days of self-imposed LOA, the total amount of LOA support that you can receive will be capped at $700.

You will not be eligible for support if you travelled to:
