Allowable communal facilities and activities in dormitories

In-dormitory communal facilities and activities may continue to operate, subject to previously approved limits and measures. You may refer to the table below for the full list.

  • 2 persons per group (stove); groups to maintain SDM and maintain previous SLM requirements (e.g. staggered timings, cohorting).
7 Congregational prayers
  • Allowed, max of 500 persons if all are vaccinated.
  • Max of 50 persons per zone (including the prayer lead).
  • If dormitory operators are unable to implement checks on vaccination status, cap will be reduced to 50 persons per prayer session.
  • If any are unvaccinated, cap is reduced to 50 persons per prayer session (regardless of vaccination status).
  • Unvaccinated workers must undergo pre-event testing1.
8 Canteen or communal dining
  • Dine-in allowed, up to 2 persons per group if all are vaccinated.
  • If dormitory operators are unable to implement checks on vaccination status, dine-in will not be allowed.
  • Not allowed, i.e. can only takeaway.
9 Beer gardens
  • Allowed, max of 2 persons per group if all are vaccinated.
  • If dormitory operators are unable to implement checks on vaccination status, beer gardens will not be allowed.
  • Not allowed.
10 Indoor and outdoor activities
(e.g. leisure, wellness, educational activities)
  • Max of 500 persons if all are fully vaccinated.
  • Mask-on at all times.
  • If dormitory operators are unable to implement checks on vaccination status, cap will be reduced to 50 persons.
  • If any are unvaccinated, cap is reduced to 50 persons (regardless of vaccination status).
  • Unvaccinated workers must undergo pre-event testing.
11 Sports activities Sports activities
  • Max of 50 persons or up to the capacity limit of the venue (10 sqm per person), whichever is lower, in groups of 2.
  • Staggered timings and duration cap of 30 minutes.
At indoor sports facilities
  • Allowed, up to 30 persons or up to the capacity limit of the venue (10 sqm per person), whichever is lower, in groups of 2.
  • If dormitory operators are unable to implement checks on vaccination status, activities at indoor sports facilities will not be allowed.
At indoor sports facilities
  • Not allowed.
12 Serving of food and drinks during the activity
  • Food and drinks served should be individually packed (e.g. bento set meals, packet drinks).
  • During the organised activity, there should be a designated area for consuming food and drinks.
  • If there is an area designated for food and drinks, workers can consume their meals in no more than 2 vaccinated persons per group.
  • If dormitory operators are unable to implement checks on vaccination status, consumption of food and drinks will not be allowed on-site.
  • Not allowed.
13 NGO – organised events at dormitories2
  • Allowed, max of 500 persons if all are vaccinated.
  • If dormitory operators are unable to implement checks on vaccination status, cap will be reduced to 50 persons only.
  • Allowed, if any are unvaccinated, cap is reduced to 50 persons (regardless of vaccination status).
  • Unvaccinated workers must undergo pre-event testing.
  1. Negative Antigen Rapid Test (ART) result within 24 hours.
  2. NGO volunteers must be fully vaccinated and undergo pre-event testing.

MOM may disallow selected or all communal facilities in specific dormitories to operate if there are COVID-positive cases detected in the dormitory.

Things to note

Workers must:

  • Practise safe distancing and keep masks on.
  • Carry their TraceTogether tokens at all times.
