Updated measures in line with the return to Phase 2 (Heightened Alert) for your migrant workers living in dormitories

  1. Following the announcement by the Ministry of Health on 20 July 2021 on the reversion to Phase 2 (Heightened Alert), the Ministry of Manpower will also implement updated measures for migrant workers (MWs). These measures are to protect our MWs living in dormitories.

    Safe Rest Days to Recreation Centre (RC)
  2. Your MWs will still be allowed to visit Recreation Centres. They need to take a supervised self-swab Antigen Rapid Test (ART) at the RC, unless the date of visit is within 2 days of their Rostered Routine Test (RRT). MOM will be stepping up on enforcement to ensure that MWs only visit the respective RC as per the Exit Pass application. MWs found to have visited other areas without valid reasons may face further actions including having their work passes revoked.

    Use of communal dormitory facilities
  3. In line with Phase 2 (Heightened Alert) measures, all gyms, beer gardens and communal dining facilities in the dormitories will be closed, and canteens can only offer takeaway services (i.e. no dining in). MOM will step up enforcement checks of Safe Management Measures during this period.
  4. All activities in the dormitories are capped at up to two persons per group. Please remind your MWs to continue to adhere to the appropriate Safe Management Measures within their dormitories. Please see Annex A for the full list of activities that are permissible under Phase 2 (Heightened Alert).

    No Change to Work, RRT and Vaccination Appointments
  5. Your MWs can continue to go to work if they have a green AccessCode. Please arrange dedicated transport arrangements for your MWs and stagger the pick-up and drop-off timings to and from your worksites. Please continue to ensure proper Safe Management Measures at your worksites.
  6. Your MWs can also leave their dormitories to attend their RRT and vaccination appointments. Please arrange dedicated transport arrangements for your MWs and ensure that your MWs adhere to their assigned groupings, to restrict intermixing with other MWs.
  7. We seek your support to remind your MWs on the proper Safe Management Measures. These include the wearing of masks properly, staying within their living areas to prevent intermixing with other workers and ensuring a safe distance of one metre from another person.
