Advisory to employers - COVID-19 testing requirement for Special Pass holders

  1. From 1 January 2022, MOM Special Pass holders whose Special Pass have a validity for 14 days or longer are required to perform self-administered Antigen Rapid Test (ART) at their place of residence. This replaces the current requirement to undergo a Polymerase Chain Reaction (PCR) test at MOM Services Centre, before extension of the Special Pass.
  2. The revised testing requirement for MOM Special Pass holders are summarised in the table below. Vaccinated Special Pass holders are required to perform the ART once a week, while unvaccinated Special Pass holders are required to perform the ART two times a week.

    Unvaccinated

    Days 3, 7, 10 and 13

    A Special Pass is extended on 3 Jan 2022 (Day 0) and expires on 17 Jan 2022 (Day 14).

    The Special Pass holder needs to take ART on:

    • 6 Jan 2022 (Day 3)
    • 10 Jan 2022 (Day 7)
    • 13 Jan 2022 (Day 10)
    • 16 Jan 2022 (Day 13)
    What should I do as an employer?
  3. You are required to ensure that your Special Pass holders undergo the self-administered ART at their place of residence based on the required schedule, and submit their test results on time via the given FormSG link. Enforcement actions will be considered against you as the employer if your Special Pass holders fail to comply with the COVID-19 testing requirement.
  4. Your Special Pass holder(s) will not be eligible for Special Pass extension, if they do not complete their required ART and submit their test results on time. They may be liable to pay overstaying fines and/or prosecution actions if they remain in Singapore without a valid pass.
  5. For Special Pass holders with the Special Pass card, you are required to ensure that they report for Special Pass extension at MOM Services Centre on their Special Pass expiry date.
  6. For Special Pass holders with the Special Pass letter, you are required to submit a request for Special Pass extension online after your Special Pass holders have submitted their Day 13 ART result via the FormSG. For example, if the Special Pass is expiring on 17 Jan 2022 (Day 14), you will need to request for Special Pass extension on 16 Jan 2022 (Day 13), after the Special Pass holders’ ART results have been submitted.
  7. Please also inform your Special Pass holders on the following:
    1. ART kits for self-administered testing: Your Special Pass holders can collect the ART kits when they next report to MOMSC for the issuance or extension of their Special Pass.
    2. Stipulated days to undergo self-administered ART: Your Special Pass holders will be informed of the dates they are required to perform ART, through a written notice that will be given together with the issued ART kits.
    3. Submission of unsupervised ART results: Your Special Pass holders are required to take a photo of the ART cartridge with their FIN and test date written on the cartridge as well as their Special Pass card or letter. See sample photo in Annex below.
    They should submit the photo and the test results via FormSG before 12.00pm each time they are required to perform the self-administered ART. The FormSG link will be sent to both the employers and the Special Pass holders via SMS.

Frequently asked questions

  1. What if my Special Pass holders missed their ART on the stipulated day?

    Special Pass holders should self-administer ART immediately or they will not be eligible for Special Pass extension.

  2. What if my Special Pass holders ran out of ART kits and are unable to perform self-swab on the stipulated day?

    You are to inform your Special Pass holders to proceed to MOMSC on a working day (from 8.30am to 3.00pm) before the stipulated day. MOM will re-issue ART kits to your Special Pass holders.

  3. What if my Special Pass holders get positive or invalid ART results?

    All positive/invalid ART results will still have to be submitted via FormSG. If your Special Pass holders test positive on their ART, they are to self-isolate at their place of residence if asymptomatic. If unwell, they should visit a doctor. Special Pass holders are to follow prevailing healthcare protocol by Ministry of Health (MOH). Please inform the case officer (if any) of the positive ART result. Special Pass holders do not need to report to MOMSC on their Special Pass expiry date if they have tested positive on their ART and/or are not feeling well.

    If your Special Pass holders get invalid ART results, they need to perform another ART immediately and resubmit their result. If they test invalid for the second time, the result is to be treated as positive.
